Description:
German addresses are of the form:

<street name> <house number>
<postal code> <city>

Entering such an address in the evolution contact manager by filling in
the various address fields results in an address where the postal code
comes after the city:

<street name> <house number>
<city> <postal code>

The contact manager should have country specific rules for the order of
the address fields.

Setting target milestone to future.  Downing to minor since the
address field can be filled without using the address fields.
