Repro:

Open the Mail Settings dialog. 
Look at the UI for each of the tabs.

Result:

There are a number of features that involve some somewhat
arcane knowledge (SSL, Auth types, GPG configuration
and where to find your GPG Key ID so you can install it).
It would be great to have a Help button that would bring up
detailed help for the current tab.
