All date & time format strings are localized. So you should be able to use the common format for your locale (if Evolution has been translated properly for your locale). Having an ISO format might be useful. Though I'm not sure how many people would like that.
Setting LC_TIME or even LC_ALL to 'de' doesn't help at all. With LC_ALL I get some german texts and menus but still the american date specification. I'd also like evolution to handle this setting as I do not like the german locale for all applications.
