The "Select a Time Zone" widget should display the GMT/UTC offset (or
approximation thereto :) ) as your mouse pointer hovers over the individual
timezones.

eg Australia/Perth

should show

Changed to wishlist as it isn't a simple cosmetic thing, and probably
