Need the ability to set the charset of messages explicitly in the composer.
(Some systems won't be able to deal with certain encodings, so users want
to be able to override.)

Should probably be able to pick a default too. Possibly even "defaults".
(Eg, "send my Russian emails like this, and my Japanese ones like this.)
