There is no way to specify whether you want to send a specific message in HTML. 
Instead, there should be a check box in the "Format" menu that specifies whether
the message is being sent in HTML or not.  Also, it would be nice to warn the
user about the effects of this option through a dialog box.

The menu item is there and defaults to the value in the mail configuration
dialog. I did not implement the dialog box, though, as I am not sure how to make
not annoy the user.
