Write a framework for doing timezone computations:  representation, time
conversions.

Integrate this into the view widgets; maybe have events display a little flag to
indicate events on a "foreign" timezone.

This is pretty much done now, so I'm closing it.
We can add other more specific bugs for minor things left to finish
off.
