Add "Places> Downloads"

From Fedora: https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=154092 It would be good if the web browser's Downloads directory was shown under "Places". This would help new users who had wondered where their file went.
Related to bug 138876.
Epiphany could make sure that its download folder is always present in ~/.gtk-bookmarks. Would that be a good solution? It's probably cleaner to have a "special" location with a nice icon that mirrors the value of the gconf key /apps/epiphany/directories/downloads_folder.
I would rather gnome-panel did this itself, but since Epiphany is the only current client and the only program that provides an UI to configure its location, I guess it's understandable if Epiphany has to register it as well.
