gnome-ui-properties has a setting for detachable toolbars but unfortunately a
lot of Gnome developers are unaware of it and have simply removed any use
GtkHandleBox from their applications.  

It doesn't make much difference to each individual application but it makes the
overall Gnome Desktop look sloppy and inconsistent.  

So I ask you Please please please use standard toolbar and menubar handleboxes
and honour the relevant preferences.
