It is impossible to use any custom pictures a desktop backgrounds if their
filenames or paths contain non-ASCII symbols. 

My language is Russian and I use ru_RU.CP1251 locale. I have a large personal
archive of digital photos and want to use them as backgrounds. All pictures are
sorted into categories and have descriptive names in Russian. 

Unfortunately I cannot just pick a file with the background changer and press
OK. I first have to copy desired pictures to some special hidden folder (usually
as root because I do not want to litter my home folder) and then rename it to
make the broken capplet work.

This bug has history. It was present in Gnome 2.0, 2.2, 2.4, 2.6, 2.8 and is
still here in 2.10. 

The G_BROKEN_FILENAMES variable is set to "1".



... And someone still talks about user-friendliness... ha-ha.
