Allowing the use to edit the menus under Applications, that already existed pre 2.9.

Other information:
This was taken out in verion in 2.9, but was there in 2.8.
If is taking alot of control away from the user, also there is no alterantive
option available to edit the menus, apart from adding a new launcher to the
gnome panel (which looks messy).

This is a very basic option, that should still be still be included, if the user
has installed a new program and the menu entry is spelt wrong, or there is a
missing Icon, the user has no way of editing this and makes the menus look as
desired, this looks very unprofessional.

The user doesn't need to be able to write to the /usr/share/applications folder,
the changes could be stores in the users home directory, so as not to affect
other users.

Also maybe a new gconf key to stop users from editing the menus, this is a very
good point, in terms of support and locking down the desktop.
