1. Have grouping enabled in the panel window list.
2. Start GIMP
3. Open a number of images

When the open dialog is shown the icon in the window list to an icon of one of
the images i.s.o. of the gimp icon. As soon as the file is loaded it changes
back to the GIMP icon. However if you hit cancel the image icon remains in the
window list

Where's your point? Your window manager seems to be using the icon of the active
window and not all GIMP windows have the same icon. Perhaps your window manager
should use the toolbox icon for the GIMP window group. But then I don't see how
that could possibly work. Does the WM spec define the concept of a group leader?
Whatever, the problem is most probably in your window manager, not with GIMP. 

Please specify your window manager so that we can reassign the report accordingly.

I'm using GNOME. I was looking at a similar bug in nautilus, but that one
behaved differently. I thought GIMP maybe implemented someting to make the
toolbox icon the groupleader. It seems that this is always the case unless you
do an open file.

GNOME is not a window manager. Since you don't know what you are using, it is
probably metacity but it would help if you could at least specify the GNOME version.

I haven't found anything in the Extended Window Manager Hints spec that would
allow us to set a group leader window so that the window manager would know from
which window it should use the icon from. I will reassign your bug report to
metacity. The metacity developers probably know better if this is a problem in
the  window manager or if the application is misbehaving here.

This would be a bug in libwnck, I believe.  Our handling of grouping sucks in
general, see bug 155904.  (Personally, I think that's because grouping itself
sucks and there's no way to make it sane but it'd be great if someone could
figure out how to do so).  I don't know what the algorithm is for choice of icon
with grouped windows, but there's already a bug on it not being correct.  I'll
mark this as a duplicate of bug 142569 and mention the specific details you give
so that if this is ever fixed then they can test your cases too.
