A click on a window's entry in the window list should bring it to the front if
other windows are in front of it, and only minimize it if it is not in front.

Other information:
This problem manifests with focus-follows-mouse on.  To reproduce:
Focus a large window (e.g. a web browser).
Place a smaller window in front of it, e.g IM.
Focus the larger window.
Click in the window list (taskbar) entry for the larger window.  It will be
minimized, instead of the expected raising.

Hmm, I noticed that this also happens when no window has focus (as happens with
meticity general/focus_mouse = mouse)

I can reproduce this in focus-follows-mouse mode.

I think it's a dup of bug 90134.
