In order to be able use evince without touching the mouse it would be nice to have 
keybindings for zooming.
I would expect either + and - or ctr-+ and ctrl-- to work.

well, they do (Ctrl+ and Ctrl-).
At least on my box.
Do zoom keybindings work in e.g. epiphany ?

No they don't work in epiphany either (version 1.4.7), but they do in dia
(and firefox - but that isn't gtk).

Does this mean that it is a problem with a gtk/gnome widget ?
I don't use the full gnome desktop environment (xfce instead) not sure if that
influences applications like epiphany. My gtk version is 2.6.1

Yep default "us" qwerty and I don't use any localization or keymap configs.

As it appears now ctrl+ and ctrl- do work when I use the '+' and '-' that are
between the 0 and the backspace. But they don't work using the '+' and '-' at
the numpad.

Same thing with epiphany, so this bug/problem probably isn't evince specific.
Notice that in for example dia both '+' keys do exactly the same.

Would be nice though to be able to use the numpad keys for this
- For the '+' this is a bit easier not having to use the shift key.
- It confused me, so it will probably confuse other people.

Ok.
There are discussions about implementing this (zoom with numeric keypad)
directly into gtk+ - see bug 105183 which was filed against epiphany.
Integrating the functionality directly in gtk+ would solve the problem once and
for all apps.
