I hope this is the right appropriate list to this bug report.

Application windows should be allowed to move above the top of a screen. I can
move windows below the bottom panel (gnome) but not above the top
one and so I feel captured!

Also it is necessary for application windows which are larger in size as the
screen size.
For example the k3b setup dialog doesn't fit into the screen with
resolutions of 1024x768 or smaller. I have to resize the window before I
can press the lower buttons.
When I am using windowmaker I just have to move the window above the top of the
screen to reach the lower buttons.

Yes, this is the right place.  Can the k3b setup dialog be resized to fit on the
screen?  (If so, this is a duplicate of one of two other bugs.  If not, then
this is a new bug)

Yes, the k3b dialog can be resized. So I'm sorry if its a duplicate of a bug. I
did not find the appropriate bug report.

No worries, thanks for the quick follow up.  :)  I'll mark this as a duplicate
of bug 143145 ("Clamp windows to screen size on initial map"), though it could
also be considered partially a duplicate of the
let-me-move-windows-above-the-top-panel-regardless-of-their-size bug...
