Dragging a file will only mark the destination folder as target when the actual
mouse cursor is over the folder icon. This is a pain when dragging a file with a
"big icon", like an image or movie with a preview. As when dragging the drag
icon will obscure the folder icon, and is then mostly a matter of blind guessing
when the cursor is over the folder. It would be much better if the folder would
be marked as target if a bit of the drag icon would be over it. 

I myself have gotten used to it, but I noticed this while watching others having
serious trouble dragging files into folders.
