When text (in particular, url's and file paths) is dragged-and-dropped into
gnome-terminal, it appears as if the user has typed it in. In order for the user
to type text into the terminal, the terminal must have had the focus. This
produces a usability conflict between what the user expects to have happened and
what is performed.

For example:
A HOWTO is opened in gedit, epiphany, or other source. Text or urls are selected
or otherwise dragged and dropped onto a terminal window, perhaps where the user
has typed a wget or emacs command. The appropriate file name or URI appears in
the url, but in order to actually execute the action, the user has to perform
the additional action of focusing the window and pressing enter.

The window manager should handle this.  In particular, it should also raise
potential drag-target windows when they are entered.
