Dropping a dragged object onto an application constitutes input and should focus
the app, as a click would. This does not happen.



Other information:
I hit this problem sometimes when I drag a source file into scite, see it's not
what I'm looking for, hit ctrl-w, and close the file browser window instead of
the scite tab I intended to close. Clearly I have an ingrained expectation that
the window I just dropped something on has the focus. 

The problem is only relevant when metacity is not in focus-follows-mouse mode.

Agreed; the problem with trying to do so is the same as with raising drop-target
windows--the window manager isn't aware of what's happening because an
application has a grab.  We have to do some kind of freedesktop.org extension so
that the window manager does know.
