I found another bug that prevents the change in bug 156182 (only allow windows
to be on one workspace at a time) from being complete.  If you make a window be
sticky, then use ctrl-alt-arrow to switch workspace, then in the tabpopup the
window will appear on all workspaces.  This is particularly confusing since it
doesn't do so in the pager.  I'll attach a patch in a minute that fixes this issue.

committed.  (bug 87531 took care of making sure libwnck had the same change, so
yes, with this patch metacity and libwnck now match)
