download any theme and try to install it using the control-center theme-manager.
It will spit back:

Insufficient permissions to install the theme in:
/home/bryan/.themes/GTK-Office_0.7.tar.bz2
-------------------------------------------------
I've removed the .themes directory to have the theme-manager re-make the
directory on it's own.
I've also tried using different themes (control themes, border themes, icon themes).
I am testing with garnome-2.9.3.
The control-center version is 2.9.3.
No patches were applied to the source before I built it.
