it is common and very useful in professional CAD programs to use the mouse wheel
for zooming.

It is very unprofessional to report bugs without specifying a version and
without checking for duplicates. This is a duplicate of bug #151929 and it's
actually not a bug and you are free to reconfigure the mouse-wheel the way you
like it (provided you are using GIMP 2.2).
