- Add a new panel & set it's orientation to TOP
- Add the 'Clock' Applet to this new panel
- The default time format ( 12 hour, Show Date & Time ) is displayed. 
- Delete the new panel.
- Now add a panel again to the TOP.
- Add the 'Clock' applet.
- The date is not displayed.

I can not reproduce.
Do you have another clock applet somewhere?
Is the "top" position of the panel really important???
Did you change the configuration of the clock before deleting the panel?

the original clock applet is there on the top panel.
I have observed that the orientation of the new panel is not of much
importance. I did not change any configuration of the clock before
deleting the panel.

To reproduce this try to repeat the above steps for 3 or 4 times.
You might also want to try dragging the clock applet from the
'Add to panel' box onto the panel, instead of clicking on the 'Add' button.
I dont know why, but i could recreate the problem more easily if the
did a DND of the applet.

Yeah, this looks like to be related bug, but not so very sure though. I can
reproduce this bug by successive combination of `additions and removals` of
clock applet. This is nowhere related to any orientation problem. You can follow
the steps mentioned in bug #127285 to reproduce.

Can you guys try applying the patch of the bug #127285 and then check?.
