Panel crashes on start up

Was able to get the panel to run when I log in as root. How do I repair it for other users?
This is a known bug that affected previous versions of gnome, when adding a notification area to a vertical panel. Please upgrade to a more recent version of gnome or try to remove your vertical panel. *** This bug has been marked as a duplicate of 94625 ***
You sent me a lot of stuff about vertical panels causing the crash. We are not using vertical panels. Our panel is at the bottom of the screen from edge to edge. What do we do to fix this. It works fine if I log in as root but other users get nothing but errors.
The bug-buddy trace you gave is most definitely a duplicate of 94625, as Vincent correctly marked. Now, there's a possiblity that you have experienced more than one crash (and just happened to send in a stack trace that only came from a vertical panel crash), or that the crash in bug 94625 was actually caused by more than one thing. However, the specific stack trace you gave us came from a bug that existed only in Red Hat 8, and was fixed years ago. You'll need to either upgrade or apply the updates. *** This bug has been marked as a duplicate of 94625 ***
