When you edit the toolbar in fullscreen mode, the changes stay until you close
the browser, when the toolbar gets reset to default. It should save the
fullscreen toolbar, or make the fullscreen toolbar the same as the regular
toolbar. (Why is it even different?)

Actually, that you can edit the fullscreen toolbar at all is a bug, bug 130035.
The fs toolbar is different from the main toolbar since the main toolbar takes
too much space (it consists of 2 toolbars by default).
