Patch to add city Vancouver, WA to Locations.xml

We are the third largest city in Washington state, if you consider Seattle and Tacoma one supercity (they are). We've got our own station code, WVUO, that none of the other cities in Locations.xml represent. Can this patch please be applied? I was able to put in the translations because (surprise!) we aren't the only city that goes by the name of Vancouver. Patch attatched.

I just checked out Locations.xml.in, Vancouver, WA was already been added during a previous commit. I only have gnome-applets 2.8.1.1, so I didn't have it here. Thanks.

Sorry, double post. Anyways, I looked closer, and the Locations.xml.in in cvs didn't actually include the <zone> or <radar>, just the <code>. This patch should suffice.
