By pressing the 'show desktop' button, all windows are minimized. Depending on
whether a new application is started or not, pressing again on the button has
two different behaviours. If no new application is started, pressing again will
restore the desktop (popping up the windows that were apparent). If a new
application is started, pressing again the button will NOT restore the desktop.

I would like the button to have the same behaviour in both cases. This means
that, if a user presses the 'show desktop' button, starts a new application and
press again the button, this should result in having a restored desktop plus the
new application window on top of the others.

That brings it's own can of worms and problems (see for example the end of
http://mail.gnome.org/archives/wm-spec-list/2004-August/msg00001.html).  Anyway,
this and other options were already considered, but the choice was made to go
with the current behavior.
