In the "save image" dialog, the folder drop-down box shows a scrollable list if
the dialog is higher than the default list size.  Oddly, the list box that
appears  is still large enough to fit the list (and has been moved down since it
won't fit above the the folder select button), yet the list still must be
scrolled to display all of the items.  The file-type selection list in the "open
image" dialog is similar.  It seems that a list box should be filled with as
much as it will fit to begin with, and only offer scrolling if the items won't
fit in the current screen resolution.

the behaviour is intentional. If you dislike it, you can change it in your gtkrc
(you want to tell combo-boxes to appear as lists).
