set up a dual head configuration in NON-xinerama layout, so the separate
monitors have individual desktops, with indiviual panels, window lists,
workplace switchers and notification areas.

Start a program that normally has a notification area icon on the second head.
(like gaim)
Notice the icon does not apear anywhere. Some programs, like Psi, display the
icon in a separate window.

On the first head things work like expected.
