There is no way to create a top-level context menu with child menu items using
the NautilusMenuProvider.

If an extension does not want to clutter up the main context menu with multiple
context menu items, it would be nice to be able to allow the extension to create
one top-level context menu.  Then, allow the extension to add menu items to this
top-level menu.
