Steps to reproduce:
1. Well I think it was started with a mouse missconfiguration. Now I have the
panel in the left side of my window. I cannot use the pannel.

Does it crash?
Are you using Red Hat?
Why can't you use the panel?

It doesn't crash. When the gnome-panel is loaded, an anoying window pops up with
the fatal error message... this window has a link to this page. When I press
Accept, the window appears again... forever.

I'm using Red Hat 8

You need to update the gnome-panel package.
(you can look at comments of #bug 94625 for other way to fix this)
