There are no keyboard-activated tooltips on tab labels.

Steps to reproduce:
0) Open 2 tabs
1) Click on tab label
2) Click again, so that it retains focus
3) Ctrl-F1

Expected results:
Tooltip with tab's title, just like when hovering with mouse over the tab label.

Actual results:
No tooltip.
