1) Use the Mouse Preferences control panel to turn on "Highlight the pointer
when you press Ctrl"
2) Set the "Show the panel run application dialog" to "Control-Tab" (or
something involving control)
3) Type Control-Tab.  Notice how the Run Application dialog didn't show up, and
focus got messed up or something.
4) Uncheck "Highlight the pointer when you press Ctrl"
5) Now type Control-Tab again.  Notice how it works as it should?

So, if you tunr on pointer highlighting, it messes up hotkey handling.

I should mention that the "Show the panel run application dialog" is in the
Keyboard Shortcuts control panel.
