When you create a folder on desktop by choosing New Folder from context menu,
the new folder should be placed where user has clicked with the mouse. Currently
it is placed randomly on the desktop; often only a small part of desktop is
visible, and the folder may uppear obscured by some window, so user does not see
the new folder, edit it's name, even know if it was created at all.

The same applies to all manual layout windows.
