In the attached file, when one of the two rightmost radar graphs is selected and
dragged around the sheet, the window grows in size.

(this may be related to bug 
     
)

1) open attached file
2) click and hold on one of the two right radar plots
3) drag around the worksheet
==> windows become wider as they are moved around the worksheet

also manipulating the windows by their handles does not work properly.

No, it's unrelated to my eariler bug which was "notabug"(tm)
