Using the Howl API, it would be easy (for someone who understands the sources)
to add a toolbar submenu that would show the list of "_http._tcp" services
discoverable on the local network.

It's licensed under a BSD-like license, but "Portions of Howl are covered under
the Apple Public Source License (APSL)"; and APSL is GPL-incompatible
[http://www.fsf.org/licenses/license-list.html]. So we cannot use it.

Oh, and is this the same thing bug 144969 asks for?

Yes, it's a dup.
Howl, as shipped by Red Hat, is GPL-compatible. You just need to make sure to
remove the APSL-licensed bits. See this page for details:

Adding Alex to the CC: to explain the licensing issues.
Another possibility is using gmdns, which seems to fill the bill in that
particular case (might need addition of a resolver part though).
