Why not? Most people tend to overlook shortcuts because they never bother to
read the manual. However, a big part of the Gimp functionality gets lost without
them, and a lot of people Do start to use them once they're aware of their
existence.

The button would open up a panel listing the shortcuts for this tool (how to
access this tool, and what it does with alt, ctrl and shift etc). Eventualy, it
might give users the possibility to edit them.

For those who don't want these, a setting allowing them to get rid of these
buttons could always be used.

This button does already exist. It is labelled F1, is usually located at the
upper left of your keyboard and it will open the GIMP help pages.

You're sort of missing the point. The goal is not to be able to look up
shortcuts quickly, but to help completely New users quickly adopt shortcuts,
knowing that:
- most new users don't know about Any shortcuts (never mind shift-F1). I for one
never knew they existed, or saw them as some fancy tools for professionals,
until I read otherwise in some articles.
- most new users Never bother to read the help section, unless it's to find out
how to do something they don't know how to. They have enough to find out about
the Gimp without trying to find all the hidden features, and since it's possible
to get things done without shortcuts, they might never realize how handy they are.

So the goal is to implement something visible and clickable that will at least
make them Curious. Otherwise they might never even think about it.

That said, I have no problem with this marked as WONTFIX.
