When a non-active window generates a popup, a user does not want that popup
appearing in front of the active window. When typing for example, it's very
annoying to have this pop-up window suddenly active, possibly resulting in
confirming/denying actions by accident. Instead, the entry in the taskbar should
flash, or something similar, letting the user know something has happened.

This has mostly been implemented, but won't be part of Metacity until after
Gnome 2.8 since it isn't quite working yet.
