If I check out gtkhtml2 from CVS with either jhbuild or by myself the directory 
gtkhtml2/libgtkhtml/dom/core/ is completely empty and therefore I cannot build
gtk2html

Funny thing is that I can see the directory overhere

This looks similar to #117836. 

I will be closing as NOTGNOME until you give me a reason not to.

It's indeed the same bug, but why do you see it as a non-gnome bug. People like
me are not able to build gnome from directly from cvs right now.

This is not a gtkhtml2 bug. It seems to be a problem with whatever CVS server
you are using. Yoiu need mto take it up with whoever is responsible for the
server. In the meantime you can build from a source tarball.
