While saving a picture in The Gimp I can choose the file format (*.xcf, *.jpg,..
.) I use the german version of the gimp and there is the text "Dateityp 
bestimmen" ('Choose filetype', or similar) and next to this a roll-down-menue (I 
don't konow the exact name) with the file extentions in one column. But when I 
open it, the filetypes don't beginn untile the mittle of the column and the top 
part is blank. I have to scroll down to fill up the emty space. 

Maybe this is not a bug, but intention, so that you always have the mouse at the 
same extention. If I press "end", the menue scrolls down at the end. 

If it isn't an bug, were it possible to add the option to deactivate it?

This is not a bug but fully intentional.

This empty space is intentional: as you correctly guessed, it ensures that the
default option is always shown right under the mouse and leaves some empty space
that will be used when you scroll to the other options.  This is a feature of
GTK+, however it is frequently reported as a bug because many users do not
understand why this empty space is there (especially on platforms such as Windows
that are not using the same UI behavior).  See bug #129463 and bug #72695 for
details.

Since this is a feature of GTK+, it would be hard to provide an option to
deactivate it in the GIMP (unless such an option is added to GTK+).

Hmmm...  I guess that submitting my changes anyway after a mid-air collision is
not a good idea...  Bugzilla got confused about the assignment of duplicates.
Ah well...
