Since metacity 2.8.2 new gnome-terminal windows started from gnome-panel are not
always shown, but created behind maximized windows.  It would appear to be
happening when starting the new gnome-terminal while there's an existing
gnome-terminal window behind the maximized window.  The same doesn't happen with
nautilus, for example.

I also noticed that evolution-1.4 splash screen is put behind maximized window
as well.

In fact virtually anything but nautilus when started from gnome-panel remains
behind the maximized window.

virtually anything == nautilus, gnome-terminal, epiphany, mozilla, galeon, and
any other application that tells a previously runnning version to open a new
window instead of just letting more than one instance of that app run.  The
first time you run any of these apps, the window should appear on top and
focused; the second, they will typically be behind the others.

Bug 149276 has a workaround patch while you wait for this problem to be fixed.
