1.  Add launcher for gnome-terminal to gnome-panel.
2.  Add launcher for 'Browse Filesystem' to gnome-panel.
3.  Click the gnome-terminal launcher.  
    (Note: Gnome-terminal window opens and has focus.)
4.  Click on the desktop background.   
    (Note: Gnome-terminal window does not have focus.)
5.  Click the 'Browse Filesystem' launcher.
    (Note: File Browser window opens and does not have focus.)

Gnome-panel has the focus, but I would expect that the 'File Browser' window
should be focused instead.

If you launch a second gnome-terminal (which really doesn't launch a second
instance but merely tells the first to open another window), then when the new
gnome-terminal window appears it won't have focus either.  This is a problem for
all apps that contact previously running versions of themselves and tell them to
open a new window, i.e. gnome-terminal, nautilus, mozilla, etc.

There's a patch in bug 149276 that will disable the focus prevention logic and
just focus all new windows which you can use until we're able to fix all those
applications.
