This bug might be more general than just with the crop tool, but I've only
noticed it with the crop tool. When dragging to create the crop area, the crop
dialog usually pops up over the region I'm trying to select. When the mouse
pointer crosses over the newly opened dialog, the region I'm selecting gets
messed up, and I have to stop, move the dialog, and try again. This behavior
only happens some of the time, so you may have to try several times to see it.

I've only verified that this happens on windows.

This is fixed in the current versions. Please try again with GIMP 2.0.3.
