Description of Problem:
When you open a new tab, the referrer is not sent, it does do this in
mozilla however, i suspect being a new mozilla window instance its not
passing it somewhere.

Steps to reproduce the problem:
1. Open epiphany
2. Goto www.gnome.org
3. Middle-click "Optimized" in the footer to open the referrer w3c page
(or choose open new tab in right click menu, etc)

Actual Results:
Complains due to no referrer

Expected Results:
Referrer should be send.

How often does this happen?
Every time.
