Dragging window list applet from one panel to another subtly breaks it

Description of Problem: When the window list applet is dragged from the bottom panel to the top panel, the top edge of the screen doesn't work, i.e, there's a one pixel gap between the applet and the top edge. Steps to reproduce the problem: 1. Start with a single panel setup (like in Fedora) 2. Create a new panel 3. Drag the window list applet from the bottom panel to the top Actual Results: "Throwing" the mouse to the top edge and clicking doesn't work. Expected Results: How often does this happen? Always Additional Information: GNOME version 2.4 It works correctly if I add a new panel and add the applet to the panel instead of dragging it from another panel
Checked on 2.6.1 version of the panel. I am not able to simulate this. Anyone else seeing this ?
I checked in 2.6, I couldn't reproduce it either.
Today its happening in 2.6 even when applet is newly added. Seems completely random now :(

I had this problem on a fresh Fedora Core 2 installation. I had taken the panel at the bottom of the screen and dragged it (window list and all) to the top. I added a second window list applet which did not have the problem and deleted the first. Using the gnome-panel-2.6.0-9 and gnome-applets-2.6.0-5 packages from the distribution.
Gap re-appears after logging out. For me, it is entirely reproducible. A newly created window list in my panel always obeys Fitt's Law. It always then reverts after logging out. This happens at any panel size and for panels at both the top and bottom of the screen.
This looks like a dup of bug 121239.
