It seems that Ephy should remember whether the Download dialog has "browse for
other folders" pane expanded or not, and restore that state the next time the
dialog is shown, at least within one session.

Unfortunately, there is no way to state of the expander from the
GtkFileChooserDialog. I've filed bug 144036 for that.
