After installing a new theme via theme-manager,
the theme does not appear and there is no way to
'refresh' the list without closing and re-opening
theme-manger. The list should refresh and the new
theme should be automatically selected (because
that's probably the one you want to use).

Fixed it. famd needs to be running. However, I am leaving the bug open as
theme-manager really should refresh the list itself because it knows something
has changed (because it just installed a theme).
