Currently when opening a file from outside gedit (i.e. running gedit
filename.txt from the cli, or opening a text file form nautilus) the file open
up in a new tab in gedit. This is great if the window is on the same workspace
as the current workspace (where the file is getting opened from), but can be
very annoying if the window is on a seperate workspace.

gedit should only open the file in a tab if there is a window in the current
workspace. If there isn't, eventhough there are windows already open, then the
file should be opned in a new window. This way people don't have to worry about
inadvertidly moving windows from thier original position.
