It would be nice if the template directory was
user setable, as a gconf key to make other
directory structures/languages than the default
usable.

Agree.  Now I made itinvisible with .hidden and made a link toit in my laguage.
 This is an ugly work-around :|

discussion on fixing the localizable aspect of the directories name is in bug
136836. How that's done (whether through gconf or something else) is really an
implementation detail and bugzilla is not really the best place to discuss it.
