When running in server mode, there is no indication that galeon is doing so.
When no windows are open, there is no visible indication that galeon is running
and no easy way to quit galeon. This can cause problems, for example losing menu
shortcuts as in #142858, or losing new bookmarks if galeon is not shut down
correctly. 

One possible solution to this is to use the notification area. I know some
people may think this is inappropriate use of the notification area, but what
else can be done? With the present situation, the user interface is severely
lacking.

Probably the correct fix is not to have a notification, but when all the windows
dissappear, to forceably save the current state (menu shortcuts, history,
bookmarks, favicon cache).

Using the notification area is definately not a good solution here. Basically we
should save the state when all windows close, rather than when the program exits.
