Unable to turn Off Beep when key is pressed, even when un-check box
to turn off beeps. Beeps should de-activate when box un-check

Steps:
1. Log in as any user
2. Application -> Desktop Pref -> Accessibility
3. Select "keyboard"
4. Select "Filters" Tab
5. Check "Enable Slow Keys" , "accepted", "rejected" boxes 
6. Be sure to un-check "Beep when key is pressed"

in gnome 2.10 the beeping is always off, regardless of the checkbox being
checked or unchecked.
